California expands travel ban list over gender ideology to include Missouri, Nebraska and Wyoming
California State Attorney General Rob Bonta has announced that
he will restrict state-funded travel to Missouri, Nebraska and Wyoming in protest over those states passing legislation restricting the participation of transgender-identifying children in school sports teams.
The ban comes from
Assembly Bill 1887, initially passed in 2016. This bill prohibits state agencies from requiring state-funded travel of employees to states that have enacted laws deemed discriminatory based on sexual orientation, gender identity or gender expression. Additionally, it bars state-funded or state-sponsored travel
to 26 states on the list. (Related:

The main point of contention lies in laws passed in Missouri, Nebraska and Wyoming that single out transgender-identifying youth by restricting their ability to participate in sports teams based on their chosen gender identity. Furthermore, Bonta claimed that these laws not only discriminate against transgender youth but also represent an overreach of government authority.
According to Bonta, the legislation targeting transgender individuals is part of a "concerning trend of discriminatory practices in states across the country, aiming to roll back hard-won protections."
Some Democrats want to get travel ban lifted to advertise transgenderism in other states
Meanwhile, other California Democrats are actually trying to lift the travel ban. Senate Bill 447, authored by Sen. Toni Atkins of San Diego, aims to lift the ban on state-funding for travel to states with "anti-LGBTQ+ policies" and replace it with a non-partisan outreach campaign aimed at encouraging acceptance of the LGBTQ+ community in those states.
The bill has passed the Senate floor and received approval from the California Assembly's Committee on Jobs, Economic Development and the Economy.
Despite the approval of certain parts of the state legislature, the proposal for an outreach campaign has sparked criticism due to its proposed budget. Staffing this outreach office alone is expected to cost California taxpayers around $583,000.
SB 447's proponents claim the funding for this bill can be covered through donations, but the Assembly's Jobs Committee warned that insufficient contributions could lead to significant financial pressures to fund the shortfall.
"We are in a budget crisis, the surplus is gone, and they're going to spend more than half a million dollars to … advertise in other states?" said Erin Friday, co-leader of Our Duty's western region, an organization dedicated to protecting children against gender ideology.
Attorney Nicole Pearson, founder of the constitutional law firm Facts Law Truth Justice, argued that California legislators have overstepped their bounds. Pearson believes the bill raises constitutional issues and may be unfair to taxpayers and individuals, including minors, who might become the subjects of "social and medical experiments."
“California has gone from passive-aggressively forcing its pro-abortion and gender-affirming-care agenda by banning travel, to actively pushing it on other states with other legislation including SB 447,” Pearson said.
Pearson also criticized Gov. Gavin Newsom about the expanded travel ban, claiming that the governor is showing a blatant disregard for the Constitution, specifically the Full Faith and Credit Clause that requires state courts to honor and uphold the laws and judgments of other states' courts.
"I've seen over the last three, going on four years now since he has been in office, and certainly since 2020, the complete dismantling of some of the most important, underlying principles of our country, including separation of powers, federalism and hierarchy of laws," she said.
As
Newsom prepares for a presidential run, Pearson believes he is demonstrating a lack of respect for the U.S. Constitution, the supreme law of the land, and is willing to pursue his agenda regardless of constitutional constraints.
According to Pearson, Democratic lawmakers are not only condemning other states in passing legislation opposing or restricting gender-affirming care for minors but are also now providing protection to Californians who commit similar crimes in other states.
"This lack of respect for democratic political and legislative processes is undermining and jeopardizing America’s status as a constitutional republic," Pearson said.
